Overall HRSA earmarks for health facilities increased from $312 million in FFY02 to almost $485 million in FFY05. Earmarks for health center capital projects actually declined between FFY02 and FFY04 on an absolute dollar basis and as a percent of the total HRSA capital funds appropriated, before posting a slight improvement in FFY05.

To help health centers take advantage of this growing source of federal support, Capital Link has partnered with the National Association of Community Health Centers (NACHC) to create a new Federal Appropriations Assistance PDF program for health centers.  To manage this program, Capital Link hired Joe McKelvey in May, 2005 to help health centers and PCAs assess their political strengths and weaknesses, incorporate a federal earmark strategy into their overall financing plan, and assist with the entire application and funding process.
