Services Capital Link works with health centers throughout the "Capital Development Process." Capital projects proceed through a series of linked activities and phases, some of which occur sequentially – but many of which occur simultaneously. Often health center capital projects are completed without a detailed plan of action. The level of planning may vary, but lack of planning typically results in the health center finding itself in a position of having to finance more than anticipated and/or needing another expansion before the construction project is completed or soon thereafter. Capital Link provides assistance to health centers to avoid making unnecessary mistakes in planning for and obtaining financing for building projects. Federal Appropriations Services Capital Link's experience as leaders in creative finance for health center capital projects has taught us the importance of access to up-front capital resources. Federal Appropriations ("Earmarks") have remained virtually untapped by health centers. While others in the health care industry have taken full advantage of the federal appropriations process, many health centers are unaware of the process and/or the opportunity for considerable funding that federal earmarks may represent for them. Mr. Joe Mckelvey joined Capital Link in May, 2005 to provide strategies for health centers and PCAs seeking to acquire federal appropriations. Capital Links traditional products and services are not an exhaustive list of its abilities; instead, they are tools to guide health centers through the capital development process. Services to Primary Care Associations Capital Link works in conjunction with Primary Care Associations (PCAs) to provide for health center capital needs on a statewide level. While we can work with any nonprofit health center, the support of the U.S. Department of Health and Human Services HRSA allows us to provide many of our services gratis to Section 330 health centers eligible for and interested in applying to BPHCs Health Center Loan Guarantee Program (LGP). And even if you do not plan on applying to the LGP, many of our early-stage planning services are available to you without charge. In addition, support from the Tides Center allows us to provide many of our services without charge to clinics in California, regardless of Section 330 status.
